They may be transmog-locked, for example the Feral Artifact can only be transmogged on daggers. The other major change was account-wide progress on meta-achievements like What a Long, Strange Trip It's Been. Only a handful of titles aren't account-wide, most notably RBG titles, Justicar, Conqueror, and of the Shattered Sun. It could be restricted to weapon types, but we wont know for sure until we can copy our live. As for restrictions, we dont know yet as character copies have not been implemented. 
You cannot do the mage tower once BFA has launched. If you obtained it in Legion, you will retain it in BFA.
• /r/classicwow - World of Warcraft: Classic I also started with 'balance of power' to get the transmog weapon items excluding the mage tower challenge looks which are now defunct, as confirmed by a GM'. Coming BfA, the artifact appearances you have unlocked will be account-wide. For example, a level 80 alt could wear , Death's Demise if another character on the account earned it.
